Can I run in Ultra

You can run it, but don't expect good framerates. What you need is a stronger gpu such as the ones suggested by firo40. I'd recommend a r9 290 since it's starting to fall down in price and should be cheaper than a gtx 780. It's also a little faster but it varies from game to game.

Also I'd recommend going with Windows 8.1 as it has longer support and you should see some performance improvements, atleast in newer games. Windows 8.1 will have a start button soon, but until then, check out this: http://www.classicshell.net/

That is true, fps in Battlefield 4 varies a lot from map to map. Of course if it is more indoors you'll see a huge fps gain compared to maps such as Siege of Shanghai. 😉
 


The above chart is 1) old and outdated 2)not multiplayer and 3) 100 seconds worth of data is a joke

While Shanghai does yield lower FPS, the average can vary wildly because there can be long periods of little action, so you have to actively look for it. On maps like Metro 2014 and Op Locker (or even Zavod and Flood Zone to a lesser extent), particularly TDM there is very little inactive time and lots of explosions, gunfire etc. and why I like using them to compare FPS results.

A 280x will handle Ultra easily @1080p with minimums rarely below 75 FPS. Personally I think Ultra hurts gameplay and lower settings actually look better, if not nearly identical to Ultra.
