Can I run it?

I'm building a 500-550$ budget gaming pc. Will it be able to run BF3 on utlra? Here are my specs.
Foxconn A9DA AM3 AMD 890GX SATA 6Gb/s HDMI ATX AMD Motherboard
GTS 450 1GB Video Card
AMD Phenom II X4 965 Black Edition Deneb 3.4GHz Socket AM3 125W Quad-Core Processor
8GB G.SKILL RAM (2x4)
Raidmax Hybrid 2 Power Supply
And a Seagate Barracuda 500GB Internal Hard Drive.

Never get a riadmax PSU. Total crap. Get Antec, XFX, Corsair, Seasonic.
The GPU is very weak. Will only game on low settings.

To run BF3 on medium you will need an hd7770 minimum. To run it on high you would need a 7850 and to max it you would want a 7870 or better. For nVidia cards, You would need a 650ti to run at medium. a gtx660 for high and a 660ti for MAX.

unfortunately, you are far from ultra. you will need to get at least a 660ti to get there, even that will sometimes dip below 60fps. a 670 can handle it.

a gts 450 is not that good, it is ok, but not that good. GTX are the top ones, that should be your first clue (most of the time at least)

Unfortunately the 650 TI is out of stock, is there anything else in that price range?
