I'm building a 500-550$ budget gaming pc. Will it be able to run BF3 on utlra? Here are my specs.

unfortunately, you are far from ultra. you will need to get at least a 660ti to get there, even that will sometimes dip below 60fps. a 670 can handle it.

a gts 450 is not that good, it is ok, but not that good. GTX are the top ones, that should be your first clue (most of the time at least)
