Second, your computer doesn't seem to meet the minimum requirements:
Intel i3 3.3ghz - Yes, I think the Intel i3 is the minimum. However it recommends an i5.
3gb ram - No, it says 4GB of RAM is the minimum. It also recommends 8GB.
Amd Radeon 6450hd - No, your card is about 24% of the minimum. Or 11% of the recommended.

With that said, I usually try to install a game and see what happens. You could lower the graphics, lower the settings, google and try to find ways to modify the .ini file to work. It's not a sure thing, but worth a try!
