Can I run League of Legends with these specs (I'm asking before I buy) ?

CPU: Ryzen 3000G
RAM: 8GB DDR4
Storage: 128GB SSD + 500GB HDD
iGPU: Radeon Vega 3 graphics

Also what's a good and cheap monitor to get?

You're yet going to need a discrete GPU to play that game.

You forgot to mention the make and model of your motherboard. BIOS version for your motherboard? If your PSU is of reliable build quality, you could drop in a discrete GPU and upgrade the CPU + ram to help get an uplift in your platform. Gear it towards gaming.

Where are you located? You could look through Ebay to source a monitor that fits your budget but please be warned that they would need to inspected in person before you finalize your purchase.
