Can I run Metro Last Light?

Could I run Metro: Last Light with this build at which resolution, which settings as in low medium or high, and what fps for which settings and resolution.

Yes you will be able to run it. The recommended settings will be High which would yield at least 40 FPS during the most intense fight scenes. I recommend downloading Fraps, free software, so that you can see which settings work best for you.
