at low settings at 1080p you should I do with a similar setup. the only setting that should be set to ultra is the distance, everything else low.

View distance doesn't affect the rendering of players, just the objects.
I should know, because mine is set to very low and I can still see players from afar.

i'm only playing at 720p panel coz i cant afford the 1080p. but is there a difference when i put it on lower resolution? does the resolution affects the FPS when gaming?

yes.
if you have a 720 panel it should mean you can up the settings a bit. with less to render each second you might be able to increase the settings in offset.
