Can I run Rust with my PC Specs?

I bought Rust earlier this year and I tried running it with 4GB Ram and it lagged a bit (around 20 - 30 FPS) so i bought 8GB Ram but that didn't help much. My specs are:

AMD FX(tm)-8300 Eight-Core Processor 3.30GHz
12GB Ram
64 Bit
MSI Geforce GT 730

At the moment I want to buy the MSI Geforce GTX 1050TI but I will have to save up for a while. Is there anything else I need to upgrade that needs an upgrade that I can't go without. Also if my setup is able to run Rust above 40FPS (or 60FPS if possible) can you please tell me what settings to choose because I don't really know much about what settings to change besides the resolution. And should VSync be on or off in games? Thanks for the answers in advance.

Your CPU is fine for that game and 8 GB is also fine, but the GTX 1050 TI is below the recommended requirement of a GTX 980. It should still run better than with what you have at the moment.
