can i run rust?

can i run rust with these specifications:
amd athlon II X2 245 dual core processor 2.91 ghz
4gb ram
nvidia 750ti graphics card?

ive tried running it but it takes forever to load up the servers and can only get around 20-30 fps which i cud do with being higher

I think you need to replace your processor/CPU with something newer. That's if you're willing to spend $$ on upgrading.
