hey guys,

can i run ryzen 5 2600x at 4.1ghz on gigabyte b450m ds3h?

cpu cooler : arctic freezer 34 (1 fan)
case fans : 2 front and 1 back

Should be able to, even though its not a particularly good motherboard.

ok, but ryzen 5 2600x can run at 4.1 ghz without oc, right? cuz boost clock is to like 4.2 ghz

The boost is 4.2ghz. If thermals allow, the CPU will boost to 4.2ghz when a single core is stressed.

In games and programs that use more than one core (most) you will not see 4.2ghz. Maybe 3.9-4ghz
