I have rig strix laptop i7 7700hq gtx 10603gb 12 gb ram (I may upgrade to 24 gb ram) can I run squad

Yes. You are well above the min requirements.

12gb of ram is more than enough for most games, upgrading to 24gb of ram wont do a thing for you unless whatever game or application you are running uses more than 12gb.

Like I said you are well above the min requirements. So yes you should be able to play at high settings or close to it with a decent framerate.
