Can i run Watch dogs>

Will i be able to run watch dogs at atleas high setting? My processor is a phenom ii x4 965 @ 3.8ghz nb @ 2700mhz and my graphics card is a r9 270x overclocked

you should be good for medium, bordering on high. If anything lets you down it will be your cpu.

wouldn't increasing the graphic quality alleviate the bottleneck ?

Surely will do!!! But as Lee said bordering i.e. windowed mode for higher graphics setting will be good.
Try reducing the AA. It will definitely help a lot with frames.
