Can i run watchdogs 2 on intel i3 processor, nvidia gt 710 and 12gigs of ram. At low or midium i dont think my rig will be able to go any higher.

Solution
An i3 still has 4 threads (or even 4 cores if it's an 8th gen CPU), it may not be optimal but it should be able to run it. If it's a relatively modern i3 it may even outperform the i5 2500S from the minimum requirements. The OP could make things easier for everyone by just telling us which exact i3 he has though.

Welcome to Tom's!
According to this:

you can run it, but I don't think you will enjoy the experience. Your GPU is not really intended for gaming, and without knowing which I3 you have, I can't comment on whether or not it is sufficient for the game at any settings. Sorry.

Run it, sure. Play it even at low, doubt that. Could have been possible with 740. Also, You need a serious GPU upgrade. Buy a second hand better GPU with a long return to test it. You can buy far better used GPU for less than 100$ (don't buy the ones that are unrealistically cheaper than others).

If you're on a laptop, check if you can upgrade your GPU. If you can't, then let's say it's time a buy a newer system or stick to GOG.com

Its an i3 3.3ghz and i have been looking around the web and i saw complains in the steam forums about the fps drops while driving the car only will i have those issues? And thank u.

What model I3? there are several I3s, each with a different number of cores.
And with your current GPU I don't know that you will have FPS to drop from!

The game requires at least a 4 -core CPU to run. If your I3 doesn't have 4 cores, then even a better GPU would not help.
