Can I run windows 7 64-bit on a Intel core i7 CPU

One of my friends said that if i get a PC with windows 7, because 7 is better for gaming, that if i run a intel core i7 on it, my games will be really laggy, is this true, any help will be appreciated, thank you.

You can run Windows 7 with an i7 processor, not a problem!

Technically Windows 8 is better for gaming than 7.

It's very little , minor frame rates , I now run 8.1 on all my machines and there is very very little change in frame rates from 7 , Battlefield 4 was a little better on 8.1 , rest weren't noticeable during game play.
