Can i run windows 7 64bits on 3GB of ram ?

I have HP machine With a dual core CPU Intel Core 2 Duo E8500 3.16Ghz
And 3Gb of ram 1x 2G / 1x 1G
And Nvidia Geforce GT210
The Question is can i run windows 7 64bits on this machine ?
And Which the best Edition for my computer because windows 7 have a lot of Editions.

Yeah it should run fine. As for the best version. Unless you are running it as a server or need extra privileges or uses then I would just get win 7 home 64bit. If you need to run any special things like a VM, use as a server, want access to remote console...then windows 7 professional 64bit.

Assuming your RAM sticks don't fail due to incompatibility, yes it will run.
