Can i safely run it?

I wonder if my psu would be enough to run 2nd amd card rx 480 nitro+ 4gigs.
My setup is i5 6600k, patriot viper 2x4gb ddr4, ssd 128gb, 3 case fans and gold certified corsair rm650x.

Cpu overclocked to 4.2 ghz at 1.240v

Yeah, of course it can run it. Your RM650X has modularity for 3 PCI-E power plugs, which will most definitely be enough to run two of your RX 480 (you only need 2 PCI-E power plugs).
