It's a evga nex 750b about 5 years old it works except the fan doesn't spin so I believe it gets hot under load and makes a whining noise because of that. Any idea if I can sell this or if its even worth it? I have all the cables and user manual but not the original box anymore.

Either keep it for an emergency, as suggested above, or chuck it. Generally speaking, anyone with the skills to repair that old PSU likely is more interested in a better quality one, the first generation EVGA PSUs being rather mediocre.

I already bought a new psu in the store that told me what was wrong with it a bit more expensive then what I wanted at $109 but I guess whats done is done. I was too impatient to wait and pay shipping for rma all the way from the east coast to California again, had just finished rma on my corsair liquid cooler.

If it still matters at this point my specs are

Amd FX8320 3.5 ghz, 1 TB and 2 TB HDD, 16GB ram DDR3, msi radeon r9 270x 4gb GPU, msi 970 gaming mobo, new psu is a evga 750 G2
