Can I set different languages to separate users?

Hello everyone
I have 10 PCs to be put in a classroom that will hold both English and French lessons
Is there a way to have an English Language user called for example "English" for the English students and another for the French as well
What I am trying to avoid here is making dual booting the machines so I can get by with 1 license per machine instead of 2

Solution
1) Login to one account.
2) Type settings in the search area on the task bar and select Settings.
3) Select Time and language.
4) Select Region and Language from the left panel.
5) Click on Add language.
6) Add the French language from the given list.
7) Click on the french language and click on Set as Default button.

Repeat the same steps in another guest account , just set English as default language.
