1650 and 570 are basically the same in terms of performance with the 570 being a bit faster. So no it won't bottleneck, same with the 570.
Actually no the RX 570 averages 7-10 FPS more than the 1650 and it comes with 2 free games. The advantage to the 1650 is the lower power draw and RTX support which doesn't matter all that much considering how slow the card is. As far as optimization goes since the 570 has been out 2 years API's have greatly optimized to it now. I see no reason to suggest a 1650 to anyone unless that have power constants to deal with from a small PSU.
i3 2100 + RX 570 as far as gaming goes you can expect something like this.
Overwatch 1080p Medium Settings Average 75 FPS "Smooth as butter"
CS:GO 1080p High Settings Average 99 FPS "Smooth as butter"
BF1 900p Medium Settings Average 50 FPS "Juttering with random input lag"
Doom 1080p Mixed Settings Average 60 FPS "Juttering with random input lag"
I would expect that with modern AAA's you would need to run low/Mixed settings to make 1080P possible but realistically you would want to drop to 720p or 900p on most titles
