Can I stop a non working fan?

One of my Gpu fans wobble and and spins periodically (very slowly) and makes a very annoying noise. I notice when I stop it manually with my finger the noise stops. Since the fan is broken can I manually stop it permanently?
 
Solution
You can, but there's also a chance the GPU could overheat. I strongly suggest removing the fan and looking for a part # on the fan itself. You should be able to find a replacement on ebay fairly cheap. While you're doing that, you may as well replace the thermal paste with something new/better quality as well. I personally use 'Grizzly Kryonaut' on all my cpu's & gpu's.
