Can i TDP limitation on x99 motherboard?

I want ti buy Xeon E5 2630 v4 from ebay with some motherboard x99. 10 cores and turboboost frequency- 3.1. But this freqency is only for 1 core, and in multithreating load the freq is only 2.6 to match the TDP.
Can I disable TDP limitation to have 3.1 on whole cores?

You can manually set 10 cores to3.1 ghz, just like oc to 3.1ghz, check the MB manual. I did set my e3 1231V3 to all cores in 3.8ghz.
