[SOLVED] Can I test the motherboard USB ports by just plugging in the PSU?

So I got this motherboard as an amazon return item from an auction. And it came with a paper that said, “usb ports don’t work.” So I wanted to test it out myself without putting in a cpu, ram, etc. Could I just plug in a psu into it and see if the ports work?

USB has 4 lines. 2 data and 2 power.

I think "maybe" you will see +5V on the power lines.....but I don't think you will be able to test the data lines without a CPU.

Not sure how you would, you could use a multi meter to test for voltage but that wont really tell you if they actually work. Even if they don't USB PCIe cards are pretty cheap these days.
