Can I transfer a windows os from cellphone to laptop

I have an operating system error on my Toshiba laptop. Can I download an os to my cellphone and transfer it to my laptop.
I have a galaxy on5.

I seriously doubt that the cell would have enough memory to hold an OS. They are not small in size.

Other than needing more space, you should be able to do it. Now if you can get yourself a good size say USB you should be able to do it.
