It is a Asrock QC5000M motherboard and only has 1.5 ghz and I was wanting to know if there was a way I could upgrade the cpu.

Solution
I assume you have everything else than CPU and motherboard, and you need integrated GPU, so it will look like this: https://pcpartpicker.com/list/Z7fdNG
If you can spend some more money, you can get motherboard with 2 PCI-e x16 slots, 4 RAM slots and 8 SATA ports for only bit higher cost. Also try to find some A10-7870k for good price, it has higher iGPU frequency, higher CPU frequency and better integrated cooler for only bit higher price.
If you have some discrete GPU, then your build should look like this: https://pcpartpicker.com/list/rWMJvK
If you're not sceptic about buying used things, look at some older i5 2nd or 3rd gen and combine it with some LGA 1155 motherboard. i5 integrated GPU is far from A10, but you will have more...
No, there isn't any way how you can upgrade your CPU. It is soldered to motherboard. What about upgrading the system? What is your budget? And do you have any other requirements, like very low power consumption and very small motherboard?

Well my budget is 140$ It doesn't have to be small or low power but I at least want a ddr3 board with a pcie x16 3.0 port but I can deal with a 2.0

And don't forget to check if the motherboard is 100% compatible with your chosen CPU, because 3rd gen i5 doesn't support all LGA 1155 motherboards.
Be sure your PSU is powerful enough to power your new build and your case can hold the motherboard.
