Can I upgrade a DELL XPS 8900 motherboard with CPU i7 6700k to Microsoft approved processor list ?
Need to keep a desktop functioning at a real reasonable price. How can I determine components, motherboard size factor, CPU, etc ?

No. Your board will only support 6th and 7th gen Intel. Official support for 11 starts at 8th gen Intel.
