Can I upgrade from Winows 7 to Windows 8 without re installing my steam games?

I'm currently on Windows 7 64 bit, I run on two drives, one being an SSD and the other being a standard 1TB hard drive. I have windows 7 installed to my SSD, and I have all of my steam games on my hard drive.Would it be possible to upgrade from Windows 7 to Windows 8.1 and keep all my steam games without having to re install them or re download them?

Correct. Move the steamapps folder as indicated.
You could use the steam game backup option from the menu, where you make install file iso's from the originally downloaded games. Then you can store those on your HDD, format the SSD and do a clean install. I have no answer on how steam will behave when you upgrade windows 🙁 Results from literature are inconclusive.
