Can I upgrade my Acer pc from its Intel J1900 processor?

DRagor is correct, it's a BGA CPU. This line of Celeron CPUs is in Intel's Bay Trail line, which are targeted for tablets, netbooks, and very light-use desktops. While you can theoretically replace a BGA CPU if you're excellent at working with intricate hardware, there's not anything actually worth an upgrade to. Unfortunately, this desktop was not designed to have any upgrade path.
From my findings, yes and no.

The board is an H81 but it appears that the socket is FCBGA 1170. For whatever reason Acer decided to use a mobile CPU for that desktop.

There are few CPU's that are supported by that socket, so while there are other CPU's you can change to, I am not sure any of them will make a meaningful upgrade.

I could be totally wrong on that though.
