My computer has:
Geforce Gtx 1060 Windforce Oc 6g Graphics Card
Intel Core i5-3570K CPU
Motherboard:
Manufacturer ASUSTeK COMPUTER INC.
Model P8Z77-V LK (LGA1155)
Version Rev X.0x
Chipset Vendor Intel
Chipset Model Ivy Bridge
Chipset Revision 09
Southbridge Vendor Intel
Southbridge Model Z77
Southbridge Revision 04

The PC was custom build by my brother so I'm not sure about other specs. I think the motherboard was decent ~4 years ago maybe, but when I tried the google'd methods to find the motherboard model it didn't show up.

My main goal is to increase FPS while gaming.

Thanks for any help!

as our friendly PCMACPC has helped you figure out if you can overclock, i'll answer that yes a good air cooler that will help you mitigate the extra heat of overclocking is well within your 70 bucks. i would google best air coolers, and be sure what you pick can not only be used with your socket, lga 1155, and that there is physical room inside the case. the cooler's product specifications will tell you how tall it is, and case specifications will tell you cooler clearances if you look it up and dont want to take a ruler to it. another thing to be wary of is memory clearance, be sure your ram wont be in the way of the new coolers heatsync.

back to the idea of fps gain, you're going to get the most out of overclocking the gpu. but...
well, increasing fps depends on several limiting factors, but the most effective upgrade for fps is your graphics card. if you already have a 1060, then unfortunately no, 70 dollars is not going to get you anywhere. with 70 you could maybe add some ram or a harddrive for storage, but these are not going to improve gaming performance.

Can I possibly add a fan an overclock for ~70$?

Try to find out which motherboard you currently have with a program called Speccy. If that doesn't work, check the motherboard itself. It should show the motherboard model number somewhere.

If you have the right motherboard, you can do some overclocking, but be careful. You can break your components.

It's also possible to overclock your GPU. Also see: https://www.youtube.com/watch?v=SKWbKCKsWVQ
But again, be careful.
