In most laptops, the only things that you can upgrade is the RAM and SSD.
Some laptops, however, CAN accept a new CPU. To check this, google the upgrade compatibility of your specific model.

I dont think that your cpu is the problem. League of legends will run on almost everything. Does the laptop have at least 6GB of memory?. If yes, it shouldnt be a problen to run Lol at low settings(at least) . If its possible, a disk format will help.

Thats true about the format. At what LoL settings you have fps problems. Its an old laptop indeed, but its has kinda high specs (i7 and seperated gpu). Make sure you use the 8500M/8700M as the main gpu, cause its possible you are running at hd4000 all this time.

You can go at display settings>advanced and you will find it somewhere. (I dont have a pc in front of me). Also just noticed that your cpu is 2core 4tread and now I can say that may be a problem. I though it was a 4core prissesor... and 2 cores are barely enough to run Win 10 and browsing. If none of my answers helped, you can contact Dell support and ask about CPU upgrade.
