Yes...but.
It looks like the pc comes with a 180w psu so that needs to be upgraded.

I suspect it's a proprietary psu so you will need to contact HP and see what they offer.

You might be able to use an adapter for the motherboard pin connection from the psu.
I did, it works fine with a new psu.

Your processor can handle anything you can afford. With a new psu of course.

HP-Pavilion-TP01-2066-Desktop-PC is as proprietary as can be. Only HP PSUs will fit. Take a look at HP partnumber L05757-800 for a 500w PSU

This person is right. The box is not likely to fit a standard psu..... But the adapter is found here....

I own a cable similar for the same purpose., but you'll want to confirm you nerd the connection , Recently HP has smartly started using commercial motherboards and psu's Count the psu connector pins tOn the psu or the main board to figure out what's going to work.

That's not gonna work on a motherboard with 6 pin connector. Like I said it's proprietary as can be. Nothing else fits but HP proprietary parts.

to be quite honest any store bought HP, Dell etc are packed with less than stellar components. In certain cases proprietary making it difficult to upgrade potentially. Do yourself a favor and choose an actual pc gaming builder so you get a better bang for your buck and future upgrades if need be.
