can I upgrade my single language Windows 8 to CLEAN INSTALLED WINDOWS 10 (installed by USB Stick or ISO file)

Hi,
I have a Single-Language Windows 8 on my Lenovo laptop.

When I've upgraded to Windows 10 -- even though I've switched the display language to English, the Windows core are still in the original language.
My question -
If I'll perform a CLEAN INSTALL / INSTALL FROM SCRATCH of Windows 10 using a formatted USB Stick with the installer or an ISO file burned to a DVD disc, will I be able to choose another language without having to pay for it?

You should be able to. Just select what language you want on when you install it.
