Can I upgrade, Should I upgrade?

So i was thinking about building my first computer come november/december. But everything I'm reading says that there's really no "best" time to buy parts. So i thought maybe I could just throw a couple upgrades in this to spiffy it up. It's not really having any issues, except for slow loading/booting. So if I could upgrade just the HD to an SDD, keep the original HDD as a secondary drive, and maybe throw Win 8 on, maybe it'd be great and tide me over until whenever.

I have an Alienware computer, purchased a couple of years ago. (2011, I believe)
Info
i7-2600 core
16 gigs of RAM
Looking at CPUID, it says my Mainboard is an Alienware 046MHW, Chipset Intel Sandy Bridge Rev 09.
I'm running SLI linked dual GTX 460.

So, my questions are basically as follows if the first paragraph was TLDR.

1. Should I just build a new PC come the end of the year?
2. Is there a "best" time to buy parts?
3. Should I instead, upgrade the Alienware by adding a SSD and Windows 8?
4. Can I reformat the HDD on there and just use it a secondary HD?

Your hardware is not out dated at all. I donot recommend a full system upgrade as of now. Addition of SSD will be a great boost to this system. Also, defragment the current HDD.
Another thing you can upgrade is the outdated graphics cards. But that only if you are into gaming.
