Can I upgrade the graphics card on a Dell Optiplex 520 Tower?

I found a dell optiplex that was within my budget and I want to upgrade the processor to an i7, the power supply and the graphics card. I was just wondering if it would be possible to upgrade the graphics card or not and if so are there any graphics cards that you would recommend? I am hoping to be able to play games like skyrim with full 1080p graphics and minimal-zero lag.

This is cut corners, scaled down version of GX620, no PCIEx16 slot, only PCI and PCIEx1, only 2 slots for RAM, Pentium 4 only, this is your motherboard

You are talking about the stand upright tower correct? Not the small form factor one? Doesn't the 520 have a Pentium 4 processor? This computer if I am correct came out in 2006 and could not be compatible with a modern Intel Processor, and the power supplies were often proprietary and many had no slots at all for any graphics cards unless you did a PCI slot one.
