My current build is

CPU: Intel Core i5-3470 3.2GHz Quad-Core Processor ($149.99 @ Microcenter)
Motherboard: ASRock Z77 Extreme4 ATX LGA1155 Motherboard ($129.99 @ Microcenter)
Memory: G.Skill NS Series 8GB (2 x 4GB) DDR3-1600 Memory ($43.99 @ Newegg)
Video Card: GTX 950
Case: Corsair 200R ATX Mid Tower Case ($34.99 @ Newegg)

I don't really play any AAA titles, mostly League of Legends, Ring of Elysium, Conan Exiles, Overwatch and maybe Fortnite. I notice in Ring of Elysium I experience rendering issues and with Conan I also experience lag, however I think that might be more because of the server not having enough ram. Anyways, is there anyway to upgrade this build to be able to play those games on higher settings?

I dont need a new HDD.

Thanks

Depends on what you buy. There's different monitors. Most common is 1080p@60Hz. There's also 1080p@144Hz, 1440p@60Hz, 1440p@144Hz, 4k@60Hz and some varients like 1080p@75Hz etc. Whatever monitor you get you'll need to get a responding gpu, a gtx1060 will suck at 4k and will have issues with 1440p@144Hz but can handle 1440p@60Hz in many games, maybe not on ultra. The more reliable 1440p@144Hz monitors with G-Sync can cost $700 or more.

I have a normal 1080p@60Hz monitor. I see 60fps. In CS:GO, my gtx970 gets me 300fps at Ultra settings. Wouldn't matter if it was 100fps or 200fps or 300fps gpu output, I get 60fps because it's a 60Hz monitor. In Skyrim, I have enough mods (138) that the cpu is punished hard and I get a gpu...
I was told on the Ring of Elysium forums that my CPU was trash, it was old. Can it be upgraded? is that actually the problem? I know that RoE is a new game and I guess it's not optimized properly yet, so I suppose that could be some of the issue. But waiting 30 seconds to load into a Battle Royale game is less than ideal. Would a straight GPU upgrade solve my issues? Should I upgrade the ram?

So my ram is fine tho? I thought 8gb was low? Is my board not able to upgrade to ddr4? is there a better cpu I can put in it or is what I have the best available for that board?

No the Z77 supports only DDR3 and although 8GB is becoming the minimum the types of games you mainly play aren't super memory hogs beside maybe Ring of Elysium and Conan. Easy way to tell if you need more RAM is usually stuttering and popin, you can check by having task manager open to monitor your RAM usage.

Right now your limiting factor is your GPU, so either get a 1060 6GB or RX580 8GB, as I said the RX580s are super cheaper right now.

The only improvements to cpu are i7-3770, i7-3770K or Xeon v2 series that'll give you slightly faster clock speeds or possible OC and hyperthreading upto 8 threads which can be a help in high density server drops.
DDR3 is relatively cheap on ebay, a 16Gb kit wouldn't hurt, don't buy new, it's not worth the asking price.
Gtx970/980, Gtx1060 or Rx580 are all good for 1080p

On a 60Hz monitor, the best fps you'll get is a constant 60fps. Even if the stats say you are getting 150 or 300fps, visually you get 60. So yes, you can go all the way upto a 2080ti sli, except that's a huge waste of money as what you'll see on the screen is still just 60fps. That's why a gtx1060 is a good pairing, it will get you the detail settings and is still strong enough to get ultra at 1080p@60Hz without breaking the bank. If you had a 1080p@144Hz, then a 1070/ti would be a better choice or @4k a 1080ti/2080/ti.

Fps limits are set by the cpu, the gpu has to live upto them and the 1060 is strong enough to see consistent 60 minimums mostly.

Wouldn't matter if I had a RTX2080ti, I'd still get 59-60fps because that's all my i7-3770K will allow. Which works out fine, since I have 60Hz monitors.
