Can I Upgrade To a New Graphics Card?

Okay, so I wish to upgrade my Graphics Card to something a bit more... "Playable" In Terms of some graphically demanding games at low/medium graphics at 720p resolution 30-60 FPS.

This graphics card might be a bit overkill but can possibly play at 1080 or 1440 and while I can play at 1080, I don't want to go that high.

The EVGA GeForce 750 Graphics Card. ( Superclocked )

My Current PC Specs :

--- WARNING : Extremely basic computer user, litterally knows nothing ---

OS : Windows 10 ( 32 Bit )
CPU : Intel Celeron E3400 @ 2.60 Ghz ( Not Overclocked ) ( 2 Cores 2 Threads )
Motherboard : P5G41C-MLX Intel G41 Chipset
Memory : DDR3 6 GB Ram ( I don't know if latest CPU-Z reveals name of memory sticks, I couldn't find it )
GPU : Intel G41 Express Chipset

Max Budget : £ 250 ( For any new CPU's or Motherboards that need to be installed. £110 Can be used to buy a different GPU for approx same gaming experience for a cheaper price but i'm intending to go Nvidia/EVGA. No AMD. )

I hope this is enough information to get down to a comfortable result.

Solution
Um, your cpu is extremely weak. Even getting a pentium G4500 would be an extraordinary upgrade.

The GTX 750 isn't worth it at all. You can get a newer GTX 1050 for around the same price. Also, your budget for cpu+mb+ram is a little tight. If you had around £300 you can go for something like this:
PCPartPicker part list / Price breakdown by merchant

CPU: Intel Pentium G4620 3.7GHz Dual-Core Processor (£89.99 @ CCL Computers)
Motherboard: Asus PRIME B250M-K Micro ATX LGA1151 Motherboard (£61.78 @ Amazon UK)
Memory: Kingston 8GB (1 x 8GB) DDR4-2133 Memory (£43.34 @ More Computers)
Video Card: Zotac GeForce GTX 1050 2GB Mini Video Card (£107.99 @ Amazon UK)...

For something cheaper, while keeping your DDR3 ram, you might have to go for more like this:
PCPartPicker part list / Price breakdown by merchant

CPU: Intel Pentium G4500 3.5GHz Dual-Core Processor (£66.38 @ BT Shop)
Motherboard: Gigabyte GA-B150M-D3H DDR3 Micro ATX LGA1151 Motherboard (£51.80 @ Alza)

Total: £226.17

Sorry if this question is stupid but, are those Video Cards able to use Nvidia GPU Boost and be over clocked by evga precisionx software?

Theses are modern Nvidia GTX gpus so they do have the boost clock ability. In fact, the GTX 1050 boosts higher than a GTX 750 would, as they claim to have higher boost clock multiplier.

Also by their naming convention, the GTX 1050 replaces the older GTX 950; the GTX 950 replaces the GTX 750. Though by performance, the GTX 1050 replaces the GTX 950 and the GTX 950 is actually replacing the GTX 760.
