Can I upgrade to GTX 1070?

I'm looking to upgrade to a gtx 1070, but am unsure if my comouter is able to run it, or will it bottleneck?

My Specs are:
Intel Core i5 4690 @ 3.50GHz
8.00GB Dual-Channel DDR3 @ 798MHz (11-11-11-28)
ASUSTeK COMPUTER INC. H97-PRO GAMER (SOCKET 1150)
NVIDIA GeForce GTX 970 (NVIDIA)

He likely has a 500w given he has a 970, so he can run it, its just a matter whether his power supply is stable or not under high load.
There will be no bottleneck by the way OP!

As the 1070 uses less power than the 970 and if the 970 ran ok he won't have any problems

The 1070 draws less power than a GTX 970 so yes you will be fine. But I always suggest having a good power supply no matter what the load is. Hopefully the OP has one.

If im not mistaken, thermaltake 750W

Less than optimal, but it'll run quite stable given that it will be at around 50% load generally.
