can i us my router to get wifi from my neighbors without them knowing

No you can't use your router to use your neighbour's WiFi, you don't need a router at all to do that.
But you can't use your neighbour's WiFi anyway without knowing what his wireless key/password is.

If your neighbour is willing to let you share his WiFi, ask him for the wireless key.

If WiFi has stopped working on your router, try restarting it. It's a common problem with cheap routers as they get older. It started happening several times a week with my Netgear router, and also with the Home Hub that BT sent me.

It became so annoying that I bought an expensive Billion router, and even 3 years on it never gives me any trouble at all.
