I am swapping cases today and my parts are kinda dusty I was wondering if I can use a portable air compressor to clean the dust off in short bursts because i don't have a can of compressed air on hand?

Depends on the compressor.
A tire inflator? Not really. Not enough volume.
A real air compressor? Yes. Just be very, very careful about the pressure.
I used mine a couple of days ago to blow the gunk out.
Always do. I refuse to pay $10 a can for air. When I had my console business, fixing PS3's and XBox all day long, I blew them out with a compressor no problem.
I've always used a Air Brush compressor @ 45 psi, that works fine with smaller nozzles. There is no reason a larger compressor will not work if you turn the psi down you don't want to get in there with 120psi that is for sure. Just make sure you don't have water in your lines that would be bad.
