Can i use a rx 460 with this.

No, an rx 460 will not work in that case. You will need a SFF (small form factor) GPU.

I believe that this https://www.amazon.com/VisionTek-Radeon-GDDR5-DVI-I-Graphics/dp/B008RLHFQ6 is the best SFF GPU available atm. This card will work in your case, and you will not need to get anything else.

I also found this: https://www.amazon.com/dp/B00J06F4HE/ref=psdc_284822_t2_B008RLHFQ6 It is a little newer, but slightly less powerful (5-7%).

also that first ssf card you sent me, I wouldn't need anything other than the card.

What case are you talking about? You mean the HP?

Yes, you will not need to add anything. That graphics card is powered by the PCIe slot, so the HP PSU would be fine.
