What is the difference between one 22" TV and 22" monitor except that the TV has analog or digital tuner? Is it safe to use a TV as a monitor? Also is that TV is good - Philips 2978H?

Yes, you can use a TV as a monitor.
How well it works depends on the TV resolution and available video outputs from the computer.

FullHD TVs support 1080p video, or 1920x1080 resolution.
This is the most common computer monitor resolution from 22" to 27" monitors.
This works well with TVs up to 32", starting to look pixelated (blocky) after that.

HD TVs support 720p video and resolutions like 1366x768, 1280x720 or 1024x768.
These lower resolutions make the computer output look pixelated (blocky) and 1024x768 on a wide screen TV will also stretch the image.

TVs don't support DVI, but some have VGA and high def models support HDMI.
You can get DVI-I or DVI-D to HDMI adapters pretty easily, so you can use a DVI-I, DVI-D or HDMI connector from the computer to connect to HDMI input of the TV.
You can get DVI-I or DVI-A to VGA adapters, so you can use a DVI-I, DVI-A or VGA connector from the computer to connect to the VGA input of the TV.

I can't see any English language websites with this model of TV, so not sure of the specification.

Supports 1920x1080 resolution.
Supports VGA + audio in.
Supports HDMI (which includes audio).

This will make a good monitor.
