I just bought a used Dell Optiplex 7010 and it doesn't come with a power supply cord. The other day at a resale store I saw a power supply cord that looked like it could fit it. Does it have to be a specific cord or will almost any cord work?
Essentially the wall cords are interchangeable, they are part of a standard in the market.
Internal cords are a different story, but the one you need is basically universal.

Agreed. If it fits it should work. If not they sell the specific cord on Ebay pretty cheap. I assume it's the same cord every power supply I remember owning uses. And even some of my monitors. The power from your wall to power supply is always the same.
