Can i Use asus GTX 970 graphics card on my dual core processor / Mobo DG-41 RQ / Ram 3gb DDR-2

Assuming your power supply is sufficient to power the GTX 970 and your case is large enough to accommodate the physical dimensions of the GPU, then yes you can use it.

However, the older system will be very out of balance and the CPU/memory/motherboard will not be able to provide optimal performance for the GTX 970. This is called a bottleneck.
