Can I use ddr5 graphics card on ddr3 mono and can I play high quality games with it like syndicate etc

Yes there is no problem doing that. These are 2 different RAM types, one normal, one Graphical. The graphical one (gddr5), has no possible compatibility issues.

Please name full specs of your PC.

GDDR5 vram and DDR3 system ram pose no compatibility issues.
Question is - if other PC parts can support your new graphics card? Most importantly - motherboard and PSU.

The petinum is a dual core, and not that good for gaming.
You should be getting around 30 to 40 fps at 1080p medium, which is playable.
And yes,, you can run that
