Question Can I use GDDR5 gpu on a DDR3 motherboard

What a strange question, especially when considering your GTX 650 is also GDDR5.

GDDR5 GPUs first came out in 2008 which happens to also be the same year DDR3 motherboards started to show up in volume, so they have been used in DDR3 motherboards since then. Logically, DDR5 motherboards didn't show up until 2022, and people who purchased the first GDDR5 GPUs in 2008 certainly did not wait 14 years to use their GPU. In any case GDDR5 is, like GDDR4, technically based on DDR3 SDRAM and unrelated to DDR5.

Your board is new enough to be fully UEFI so there shouldn't be any compatibility problems with later cards on Legacy BIOS, but RX580 often works fine on Legacy BIOS anyway. The minimum recommended PSU for RX580 is 500w.
