The local, no name unit you have very likely can't supply anywhere near 500 watts. I can't even find any info about it. So even though the GTX 650 is a very low power card I would not trust that power supply.

It's just a local unit here in our country. Sunstar 500w. And 400w is the minimum wattage of the GPU
After looking up the specs, from what I can find that PSU is way overrated, judging by the 12v rail its closer to a 300w unit than a 500w unit. I would suggest replacing it, and for the reason why refer to the youtube link in my last post.
