outside temps will be around 80 degrees through 105 degrees .....

is it okay to use my computer?

i have 2 intake fans and 1 exhaust fan in my computer
and im waiting to get an rx580 8gb card really soon

am i okay to go ahead and use my computer in my basement?

will the outside temps contour with the temps of my pc

Well the heat output of the PC will make your basement more miserable. It’s like turning on a space heater.

As long as your fans provide good airflow. The computer should be fine. It’s not the number of fans but quality of fans and efficiency of the case design.

All I can say is try it out. That’s the only way you’ll know.

Solution
Cellars are more even temperature than above ground locations. The ground acts like a big heat sink, and heat rises. Will your PC run a little hotter, probably. Best recommendation is just to monitor the temps for a while. If they look OK, then you can go back to not worrying.
 
I'd suggest if you plan on using the pc, especially with that Rx gpu, for any lengthy period of time, leave the cellar door open, or as said, all that heat sitting high will eventually build up and become low enough to really start affecting the cooler air intake. Leaving the door open will allow that room heat to go up and out (sorry but that'll be back inside the house).
