Question Can I use my PC to split it into 2 PC's

Sorry if I am explaining it weird. How can I use my PC to play a game but someone else with a different monitor, keyboard and mouse can also use my PC to play a game. Is it possible to use 2 different graphics cards and 1 CPU to use my PC as 2 PC's if it makes sense.

I currently have a GTX 1070 Ti 8GB, Core I5 8400 and 8GB DDR4 RAM

Simultaneously? I'd probably get a CPU with a minimum of 8 cores and 16GB of RAM, and two video cards. Then run a couple VMs. Don't know what sort of performance impact you get from gaming in a VM though.

Why do you want to do this?
My friend and I want to play some old strategy games but he only has an XBox so I was wondering if I could use my PC as 2 PC's so he could also play
