Can I use my used cpu fan on a new cpu?

I used a stock intel fan on a i3 4170 for a while. now, I am going to use an i5 4460, can I use the same fan on it? When i removed the fan before, there was paste on the i3 which is typical so I'm not sure if the fan is reusable without new paste at least

You should be able to use the fan on the new CPU, but apply new paste to it first. I will say that the stock Intel fans are junk and I personally don't use them on anything that I have. The Cooler Master Hyper 212 EVO is a good/cheap fan that I use all the time and it works very well, only problem is that it is kind of tall.
 
You should not use the fan from an i3-4170 (54W) on the i5-4460 (84W). While physically compatible the heatsink will be shorter (not as thick) and may not have enough cooling capacity to keep the chip cool.

Plenty of fans in that price range that will do the job. Even some decent downdraft style coolers.

 
I've always wanted to take a whole bunch of them, drill three holes through the copper plugs, run piping through, then shove a slightly too large ball bearing through to make sure there is good contact and have a long cylindrical radiator.

But then I also have some crazy heatsinks from industrial devices I've wanted to adapt. One of these days...
