Can I use the Hyper T2 to turbo clock i5-8400 to around 4ghz

I only have the Hyper T2 cooler but I'm going to upgrade to a better cooler in a while. I'm going to get the i5-8400 and want to know if it will be stable if I use that cooler and overclock that far. how much of a difference would and i3-8100 be vs and i5-8400 if overclock and not overclocked and if i'm making a good choice getting this cpu?

To clearly answer what you just said.

i3-8100 does not have a Turbo feature
i5-8400 will turbo up to 4ghz just not on all cores, not for that long and you have zero control over.

Neither CPU can be overclocked more than a .3 bump.. which is not all that easy to do.
Upgrading to a better cooler will not help your Turbo boost and will only affect the overall performance only if your T2 is...

Upgrading to a better cooler will not help your Turbo boost and will only affect the overall performance only if your T2 is allowing your CPU to run to a Thermal throttling point.. Which is should not.

Those are not RYZEN cpu's so the overall Auto frequency isn't being dictated by the efficiency of the CPU cooler.
