Can I use the USB C charging port for Data transfer

You know some laptops only have USB C as the charging port too? I can use it for my USB C usb and USB phone cables etc?
 
The Thinkpad L390 comes with 2x USB C ports one to charge the laptop.
Both USB C ports can be use to transfer data (USB 3.1 Gen 1, 5 Gbps), charge your device (5 V /
3 A), connect a external displays (USB-C to VGA or USB-C to DP: 3840 x 2160 pixels / 60 Hz).
That laptop can even supply power to another laptop using using P-to-P (Peer to Peer) 2.0 charging standard.
Of course, when the battery is low in power devices connected that require power will be stopped.
It also comes with a Always On USB 3.1 that could charger USB-compatible devices when the computer is on, in sleep mode, or even when it is power off.
