Can I use this for 4k editting ?

Hello guys, can i get your advice here for budget 4k video editing setup ?
This is my set up, will it be good, what can i change?
I'm not looking for something verry fast, but I don't it to be verry laggy something moderate. The other thing is that I can get this setup second hand for 300 USD is it worh it ? Or i have to buy something brand new ? Thank you for your help and sorry for my english!

You can do 4k editing, but it wont be perfect.
You could upgrade to a video card with more cuda cores.
